Planning Commission

The City of Woodland Planning Commission, consisting of seven members appointed by the City Council, conducts hearings, comes to decisions, and makes recommendations to the City Council on matters related to planning and land use. The Commission also assists in developing, implementing, and maintaining the City's General Plan, Zoning Ordinance, Specific Plans, and Community Design Standards.


Please note that effective in June 2010, The City of Woodland Planning Commission will now meet on every 3rd Thursday of the month at 6:30pm in the City Council Chambers of City Hall, 300 First Street, 2nd Floor.  

The City of Woodland has launched a new webcasting technology for the Planning Commission Meetings.

This new technology allows anyone with an Internet connection to view Planning Commission Meetings on-demand and to view and copy agendas & reports at your convenience.  You will be able to view archived Planning meetings as well as search keywords for topics of interest or follow links on the online agenda on the City's website to navigate directly to a particular item.

Planning Commission Members

Patricia Murray
Pat Hastings Murray was born in San Francisco.  When she was seven her family moved to Portland Oregon, where she went through school and graduated from Oregon State University with a Bachelor of Science Degree in Science.  Ms. Murray returned to California following her graduation and attended the University of California at San Francisco, training in the field of Medical Technology.  As a student she worked at the university, City and County of San Francisco, and Franklin and Fort Miley Veteran's Hospital.  After graduation and Board certification, Ms. Murray worked at Stanford Hospital and Fort Miley until she married.  She raised four children, and in 1972 her family moved to Woodland permanently.  Ms. Murray went to work at Yolo County Hospital, and for 17 years she was the Laboratory Manager until the hospital closed.  Since this time she has been retired, but has been very involved in many ventures.  Pat is an active member of the Woodland Library Rose Club.  The club has planted approximately 800 roses and improved the Library site considerably.  For the past 23 years, Ms. Murray has also been a docent at the UC Davis Arboretum.  During this time, she has been fortunate to travel to Europe several times to study English and European gardens.  Ms. Murray has been Co-President of the League of Women Voters for 4 terms, as well as on their Board for about 17 years.  She has also been on the Board of the Tree Foundation since its formation 7 years ago.  Ms. Murray has also served on the Wayfarer Board for about 6 years.  For the past 2 years, she has served as President of the Woodland Shakespeare Club as well.  Ms. Murray has served on the Planning Commission for the past 7 years, a position which she has found very satisfying, and hopes contributing to quality growth and future design for Woodland.  In her spare time, Pat can be found puttering around her garden, raising roses and a few vegetables to feed her family.

Seth Wurzel
Seth Wurzel was appointed to the Planning Commission in January 2007. Seth owns and operates a public finance consulting firm in downtown Woodland at the Historic Capital Hotel. Seth has provided financial consulting services to many public agencies like cities, counties and special districts through the California Central Valley since 2005. Seth hopes that he can leverage his professional expertise to provide Woodland with sound, socially and fiscally responsible planning insight and decisions. While attending graduate school at UC Davis, Seth moved to Woodland in 2004. Seth and his wife were married at the Hotel Woodland in June 2005 and have two daughters. He received his Bachelor of Science degree in Civil Engineering from Rose-Hulman Institute of Technology in Terre Haute, Indiana in 1998 and his Master of Business Administration from UC Davis in 2005. He is an active member of the Association of Government Accountants AGA), Floodplain Management Association (FMA), and American Planning Association (APA).

Chris Holt
Chris Holt was born and raised in and around the City of Woodland. Chris spent his young, formative years in Knights Landing where he was surrounded by family and a close knit community. After graduating from Woodland High School in 1995 he attended Yuba Community College before entering the architecture industry as a drafter with McCandless and Associates in 1999. Mr. Holt spent 6 years learning the craft of general practice Architecture under the guidance of Bill McCandless, Gary Wirth and staff. After leaving McCandless and Associates in 2006 Chris took a position with Lionakis, a large market based architecture firm in Sacramento where he continued his apprenticeship in architecture. Through these unique apprenticeship opportunities Chris has been exposed to the technical and practical side of Architecture. This unique perspective gives him a distinct, pragmatic point of view on both small and large projects. In 2008 Chris married his longtime love in a beachfront ceremony in Monterey Ca. In 2009 Chris and Mikelynn moved from their loft at Globe Mills to a house they purchased near the County Fair grounds, which strengthened their investment in the community and compelled Chris to get involved in the governance of the city. In his free time Chris enjoys painting, sketching, brewing beer, playing with his (2) dogs and continuing his studies as a life-long learner. Chris has held a LEED AP/LEED BD+C accreditation since 2006 and his California Architects License since 2012; in his professional career he is committed to urban infill, mixed use, historic preservation and revitalization of the historic downtown core of Woodland. Chris was appointed to the planning commission in October of 2011, a position he takes great pride in holding and looks forward to serving his community.

Marco C. Lizarraga
Marco Cesar Lizarraga is currently the Executive Director for La Cooperativa Campesina de California where he has worked for the past 16 years. La Cooperativa is non-profit organization representing and providing funding for federally designated Farm Worker Grantees in California who deliver employment and training services to farm workers throughout the State.

Born in Mexicali, Mexico, Marco migrated to the United States of America in 1959 at the age of 13. For many years his family followed the grapes and other seasonal crops as migrant workers. Marco’s family finally settled in the town of Calexico, California. He eventually graduated from high school and attended two years at Cal Poly San Luis Obispo where he majored in Electronic Engineering. Subsequently he changed his major to Economics and transferred to the University of California Santa Barbara where he finished his B.A in Economics and continued on to graduate school and completed all the graduate course work for economics. Recently Marco completed an M.A. in Educational Technology at the California State University of Sacramento.

Marco has had a diverse experience in his professional trajectory. He has experience in employment and training, political consulting, advocacy, as well as city planning and housing consulting. For three years Marco was an associate of PBS & Associates doing planning, grant writing and engineering. Under this business Marco and his associates ran the Planning Department for the City of Calexico where annexations and subdivisions were processed establishing a fast track system that was widely appreciated by the city fathers and those in the development industry.

Marco has always strived to stay current with technology and continues to seek educational resources to enhance his managerial and business skills.
