Each year the Woodland Police Department awards individuals (officers and employees) for their efforts and achievements. The following individuals performed above and beyond the call of duty for calendar year 2009:
2009 Officer of the Year - Sgt Tom Davis
Sergeant Tom Davis is originally from Detroit, Michigan. He graduated from Trenton High School, Trenton, Michigan and enlisted in the United States Marine Corp. Tom served in the infantry and attained the rank of Sergeant. During his military service, he received more than 30 awards and certificates. A few of the various assignments Sgt. Davis had during his service were Marine Detachment at Mare Island Naval Shipyard in Vallejo, FAST Company (Fleet Anti-Terrorist Security Team) and Military Police at Camp LeJeune, NC. Tom was honorably discharged in 1994. He has an Associate of Arts Degree from the Community College of Southern Nevada in North Las Vegas.
Tom graduated from the Napa Valley College Police Academy in 1998 and was sworn in as an officer with the Woodland Police Department in June of 1998. He was promoted to Sergeant in 2003. Most recently, Sgt. Davis has been assigned as the supervisor of the department’s Gang Violence Suppression Unit. Tom’s specialty assignments are/have been SWAT, Field Training Officer, YONET officer, Honor Guard, and Firearms Instructor. There are too many to name individually, but since he was hired by the Woodland Police Department, Sgt. Davis has earned more than 80 certificates/awards for trainings and classes he has attended.
It is with great pleasure and honor that we recognize Sgt. Tom Davis as our Department’s Officer of the Year.
2009 Employee of the Year - Jack Chang

Jack Chang was born in Taiwan and later immigrated to Sacramento in the summer of 1992 when he was 10 years old. He then started 5th grade at Schweitzer Elementary School, attended Will Rogers Middle school and graduated from Del Campo High School.
Jack graduated from California State University - Sacramento with a Bachelor of Arts in History. He holds multiple Microsoft certifications and is working on obtaining other various industry-leading certifications. His technical background includes working for large enterprise environments including Peralta Colleges in Berkeley and the California State Board of Equalization.
Jack started out part-time with the City of Woodland in 2008 and within a few months the Police Department hired Jack as an Information Systems Specialist to maintain mission critical law enforcement systems including those in patrol vehicles. His tasks also include analyzing, developing, providing recommendations and making decisions that effectively increases the availability of key applications for public safety employees.
Jack enjoys traveling and frequents Japan where his girlfriend is currently located. But he is never too far away – just an e-mail anytime will get his attention anywhere in the world! Even from thousands of miles away, Jack makes sure the PD has technical support.
Jack truly exemplifies our department’s commitment of providing the highest quality of law enforcement service to our community.
