Water Rate Information

On November 3, the City Council held a public hearing on the proposed water rate increase. The increase was requested to improve water quality and water service for residents.  Some of the improvements include well and pipeline replacements, increased water storage, improved water pressure, and installation of state-mandated water meters.  The City of Woodland is also addressing long-term water quality needs by preparing to utilize Sacramento River water as our primary water source by about 2016. The state-mandated meters received Federal Stimulus Funds through a $7.4 million dollar federal grant and a $7.4 million dollar low interest loan. 

YOUR CURRENT RESIDENTIAL WATER BILLING METHOD

The City of Woodland is currently on fixed (flat) monthly rates that are dependent only on homeowner lot size.  These flat rates will continue to be the basis for water billings until metered water rates go into effect in November of 2010 or when an individuals' water meter is installed, whichever occurs later.  The City Council voted unanimously to approve the rate increase.  The table below shows the current rates and the changes that will occur in the fixed water rates. 


YOUR FUTURE RESIDENTIAL WATER BILLING METHOD

 

Based on State Regulations, the City also adopted a new rate structure for metered properties. The metered rate becomes effective on January 1, 2010, but actual billing for residential properties will not take effect until November 2010. This metered rate will be calculated on a total of two things: 1) a water service base rate (customers’ share of water delivery costs); and, 2) actual water use. Customers who conserve can reduce their monthly water bills. Before November 2010, residential customers with meters will begin to receive sample bills to compare the monthly flat rate to the new metered rate. This way, customers can learn to track water use and how the metered bills are calculated.  The rates in the above table are the current and future rates but on November 2010, if the customer has a meter the fixed rate will change to a metered rate.  Please see the table below for the meter rates.

In addition to overdue system improvements, revenues will be used to help develop a new surface water supply from the Sacramento River. This will greatly improve water quality and taste, reduce water “hardness,” and ensure water is always available when residents turn on their taps. To reduce costs, the City is partnering with Davis and UC Davis on this project. It’s expected to be completed in 2016.
