The city council may establish as a part of the resolution adopting a specific plan, a fee or fees to be applied to a specific plan area in order to reimburse the city and/or the applicant for the costs of preparation, processing, and administration of the specific plan. Actual costs of said preparation and processing of the plan shall be assessed based on relative benefits to the affected property owners. (Ord. No. 1295, (part).)
