Community Choice Energy is Coming to Woodland

Community Choice Energy (CCE) allows local governments to purchase and develop power on behalf of their residents, businesses, and public facilities to provide electricity with high renewable energy content at competitive rates. A CCE program determines the sources of its power supply, sets customer rates, and develops programs and incentives working in coordination with the investor-owned utility (e.g., PG&E), which continues to deliver the energy, maintain infrastructure, read meters, and bill the customers.

In June 2017, the City of Woodland joined the City of Davis and Yolo County as a member of the Valley Clean Energy Alliance (VCEA) joint powers agency, and Mayor Angel Barajas and Council Member Tom Stallard joined Davis and Yolo County elected officials on the agency’s Board of Directors. VCEA is a municipal, not-for-profit electricity provider with the mission of delivering cost-competitive clean electricity, product choice, price stability, energy efficiency, and greenhouse gas (GHG) emission reductions. As a locally based energy provider, VCEA emphasizes local control and accountability, and the development of local energy programs and projects. Participation in VCEA has the potential to provide substantial economic benefits to the local communities through the provision of favorable electricity rates and incentive programs tailored to local needs.

Much public outreach will precede the CCE program launch, which is anticipated to occur by summer 2018. Homes and businesses in VCEA’s service area will be automatically enrolled in the program with the ability to opt out and return to PG&E bundled service at any time. VCEA customers will have rates competitive with PG&E’s, have a choice as to how much of their energy comes from renewable sources, have a voice in operation of the program, and see local benefits from investment in local green energy projects and energy efficiency programs.
