Commercial Cannabis Storefront Retail Permit Application
Background
On June 7, 2022, the City Council approved amendments to Chapter 17.110, Ordinance 1685, and Chapter 5.28, Ordinance 1686, of the City Municipal Code related to Cannabis Retail uses.
The City is now allowing for the consideration of up to four (4) retail storefront cannabis retailers. This will be for the sale of cannabis at authorized storefront locations and may also include the delivery of cannabis from those authorized locations. Delivery only permits are not allowed. The four (4) permits may be considered in designated commercial and corridor mixed use zones. The final qualified operators as a result of this process will be awarded a Preliminary Retail Cannabis Business Permit and invited to apply for required land use and development permits.
Application Review Process (please review for updates)
The City is in the process of reviewing preliminary cannabis retail permit applications. The application review includes a four (4) phase process. At the conclusion of Phase III, the below listed scores have been determined.

Notice of Application Filing
The City has opened an application submittal window from February 27, 2023, to 3:00 pm on April 5, 2023. The application submittal window has closed.

If you have questions regarding the application process, please provide your question in writing to cannabis.interest@cityofwoodland.org. Responses to questions with be provided in the FAQs. Questions will not be accepted after March 28, 2023, at 3:00 pm.
Zoning Verification
Each applicant must submit a Zoning Verification Request (ZVR). A completed ZVR form must be included in the application package. Zoning Verification Request forms may be submitted in person to the Community Development Department or by email to cannabis.interest@cityofwoodland.org. The zoning verification review will evaluate whether the proposed address is located in a zone where retail cannabis may be permitted, and whether the site is within a sensitive use buffer. Scoring Process
The process for issuing a Preliminary Retail Cannabis Business Permit to a cannabis businesses is meant to result in qualified businesses that will operate in accordance with state and local law, be successful, contribute positively to the community and local economy, and avoid secondary adverse impacts. The application process includes four phases:
Phase 1: Application Submittal. This includes submittal of a complete application including background check information and application deposit.
- Applications must respond to all requirements outlined in the "Application Procedures, Guidelines, and Review Criteria for a Preliminary Commercial Cannabis Business Permit." Applicants must submit all required application materials together in one complete comprehensive application package that includes required flash drive and hard copies.
Phase 2: Initial scoring of application by a qualified third party.
Phase 3: Interview process.
Phase 4: Final scoring. Applications awarded a preliminary cannabis business will be invited to apply for required land use and development permits and a final cannabis business permit.
